Santiago Calatrava's white-ribbed Oculus crouches between the glass towers of the Financial District, downtown Manhattan's strangest and most beautiful piece of new architecture rendered in fine-art monochrome. Completed in 2016 as the centerpiece of the rebuilt World Trade Center transportation hub, the structure cost roughly $4 billion — about twice its original budget — and was meant to evoke a bird released from a child's hands. Every September 11 at 10:28 a.m., a skylight running the length of the hall opens to align with the moment the second tower fell. Black-and-white strips the surrounding glass to pure geometry and lets the white ribs do their own work — Calatrava's creature among rectangles.
